Obstacles Persist for Humanitarian Assistance in Northern Gaza Regardless of Truce
Although the border entry point at the Egyptian border starts functioning in the coming days, relief agencies encounter significant difficulties providing assistance to the northern region, the region worst hit by starvation, analysts state.
Transportation Problems
Key roads are virtually blocked due to extensive devastation across the war-torn region – or remain under the control of Israeli forces. Any transport that stops working is likely to be instantly looted.
The main entry point, the key gateway to the northern region, devastated by two years of war, has been shut down for several weeks, and government representatives have told NGOs in Gaza that there are no short-term arrangements to activate the entry location, as stated by aid workers.
Destruction in Northern Territories
The northern urban center was the objective of a major Israeli offensive launched in August that was ongoing when the temporary truce was agreed upon a week ago.
Damage in the north has been extensive, with entire towns including Beit Lahiya and adjacent communities in devastated as well as many of the outlying areas of the urban center.
"Any operation of a crossing into Gaza is positive, but we need to ensure we can reach people where they are," commented an experienced official from a relief agency.
Relief Situation
Witnesses said many of the approximately 300,000 people who have come back to the northern region from the overcrowded coastal zone where they had been living during the military operations were now "camping" among the debris of their homes, often without any protection and with scarce nutrition or hydration.
An official from a UN agency said the destruction in the northern territories was "shocking".
"It is block after block, structure after structure ... there is urgent requirement for water. The situation is dire. We require all the crossings open," the official, who was in Gaza City in recent days, said.
Limited Distribution
A local director located in the northern city said the requirements in what used to be the territory's thriving business and cultural hub were "enormous".
"We see positive expectation and faith but there needs to be quick improvement on the border points. We didn't witness substantial progress on the reality yet," the official stated.
"We continue to receive a small quantity of aid [and] we are only starting to comprehend the extent of devastation. So many streets are overwhelmed by debris ... there is scarcely a building that is undamaged. We see destruction and live explosives everywhere."
Ongoing Changes
In recent days, humanitarian organizations said modest volumes of vital cooking gas entered Gaza for the initial occasion in seven months, along with shipments of flour, rice and farm products. The additional resources sent market costs decreasing.
Within a central community, a local resident said there had been certain progress since the ceasefire.
"Commercial areas are full of supplies, vegetables, and fruits, although the prices are continuing to be expensive and not accessible for everyone," the individual said.
Colder Months Preparations
"The crucial necessities now, particularly given the approach of colder weather, are to have a tent to protect us from the cold and winter clothes because the stores do not have sufficient clothing for us or, if they can be found, they are extremely limited and extremely pricey."
Several UN-supported bakeries in various locations have resumed functioning since the peace agreement.
Assistance Delivery
Vehicles were stated to have passed via the border access point via the eastern border to Gaza during recent days, though precise counts were unclear.
The country's news organization reported that recent humanitarian shipments would include edible goods, treatment resources, petroleum products, fuel for cooking and equipment to repair crucial facilities.
"Relief supplies continues to enter the Gaza territory through the humanitarian corridor and alternative access points after security checks," an government spokesperson stated.
Allocation Problems
But monitoring the quantity of vehicles could be misleading, warned a specialist from a humanitarian organization. "It's crucial to understand the materials within the trucks and their capacity levels for it to be a truly significant measurement," the representative said.
Private companies are sending convoys of vehicles loaded with sweets, carbonated beverages and snacks, which have little nutritional value, while critical care for young people or people who have been without sufficient nutrition for multiple years are scarce.
Healthcare Status
In Gaza City, only seven healthcare facilities are working, compared with many in July.
Various groups have significant funding in assistance materials stockpiled around Gaza pending distribution. A humanitarian body working with Palestinians across the area for decades has multiple months of supplies of food for everyone in Gaza in place to be transported.
"We maintain the supplies, the tools and the expertise ... we just need the permission," said a relief official, who recently came back from Gaza.
Political Aspects
A proposed plan details that "full" assistance should enter Gaza and be distributed through the UN and humanitarian networks, without disruption from any military groups or national security.
This likely prohibits the controversial Israel-backed humanitarian organization which started working in spring, leading to disorderly situations and numerous casualties as large groups of people congregated around its distribution sites.
